Recommending Books for Purchase (Bulletin 82 - June 2020): Public Administration

This book explores contemporary and historical examples of bureaucratic discretion to describe a continuum of resistance to authoritative directives by hierarchical superiors. Resistance ranges from blind obedience or complete nonresistance to street-level opposition; in between these extremes, however, are minimal compliance and resistance sanctioned by immediate superiors. Although politicians may pass legislation, the subject of bureaucratic implementation or lack thereof remains an area of vital concern. Grounded in administrative theory (beginning with Woodrow Wilson's seminal discussion of the virtue of adopting a businesslike approach to American governing) and emphasizing the power of street-level bureaucrats, the aim of this book is to expand awareness of the potentially dangerous power of insulated bureaucrats. 

This book analyses the reform of Greece's public revenue administration promoted by its international lenders under the successive bailout agreements put in place since 2010. In particular, it shows how an integral part of the finance ministry was converted into an independent agency operating largely outside the direct control of the finance minister. The authors focus on the implementation of this major reform and demonstrate the impact of domestic decisions on the increasing specificity of the international lenders' demands and the concomitant lack of confidence in the Greek political élite's commitment to the reform package. This book helps readers understand the response to the eurozone crisis (especially, the conditionality of funding), Greece's reform capacity with a focus on its tax administration, and the expansion of the scope of non-majoritarian institutions in Western democracies.

This book examines the concept and public service value of social equity in public administration research and practice outside of the Western context, considering the influence that historical, cultural, and social trends of Asian and Pacific societies may have on how social equity is conceptualized and realized in the Asia-Pacific region. The book presents the results of an effort by a group of scholars from seven countries (Australia, China, Hong Kong, Japan, Korea, The Philippines, and Singapore), one American State (the Hawaiian Islands), and the Pacific Islands to discover what social equity means in their respective contexts. It concludes by synthesizing and analyzing the chapter authors' findings to advance a more global conceptualization of social equity.

This book explores the role of intellectuals and governance processes in post-authoritarian Indonesia. Focusing on East Java, the author argues that intellectuals have played an increasingly direct and practical role in the exercise of governance at the local level of Indonesian politics. The book provides insights into how the collaboration between intellectuals and local politico-business elites has shaped good governance and democratic institution-building, validating power structures that continue to obstruct political participation in the country. In addition, the book also delves into the contribution of local intellectuals in resolving the contradictions between technocratic ideas and governance practices, in the interest of local elites. Empirical studies included in the book add to the broader literature on the social role of intellectuals, highlighting their role as not just defined by their capacity to produce and circulate knowledge, but also by their particular position in concrete social and political struggle. The author also explores the manner in which relationships between intellectuals, business and political elites and NGOs in local political and economic practices, intersect with national-level contests over power and resources.
