Recommending Books for Purchase (Bulletin 79 - June 2020): International Security Studies

This book explores the natures of recent stabilisation efforts and global upstream threats. As prevention is always cheaper than the crisis of state collapse or civil war, the future character of conflict will increasingly involve upstream stabilisation operations. However, the unpredictability and variability of state instability requires governments and militaries to adopt a diversity of approach, conceptualisation and vocabulary. Offering perspectives from theory and practice, the chapters in this collection provide crucial insight into military roles and capabilities, opportunities, risks and limitations, doctrine, strategy and tactics, and measures of effect relevant to operations in upstream environments. This volume will appeal to researchers and practitioners seeking to understand historical and current conflict.

This book provides a state of the art discussion of the royal prerogative over war powers in the UK. This issue has received particular attention over proposed military strikes against the Syrian regime and it was claimed by many observers and scholars that parliament now controls decisions in war. However, the record has been mixed- and the most recent decision by Prime Minister May on Syria in 2018 shows that the executive can re-assert prerogative powers and effectively sidestep parliament. The author argues that these dynamics should be seen in the context of the declining authority of the executive and the legislature and in terms of a policy solution, and ultimately she suggests a War Powers Act as a firmer foundation for Britain's war powers.

This volume examines the future directions of Czech international policy through an interdisciplinary analysis of both historical and current Russian-Czech relations. It analyses Czech relations with Russia based on their historical heritage underpinned by the superpower's behaviour and interests in the Central European region. The book's central theme is the current Czech security dilemma in which the Czech political community perceives Russia as a security threat, but also would prefer to cooperate with Russia to ensure its security. The authors give a full overview and explanation of Czech-Russian relations, while also explaining the current dilemmas within the Czech Republic's political, cultural and economic community.

We often think of the army as an institution whose members are required to blindly obey all orders they receive. However, this perception is inaccurate. Disobedience is a fundamental professional obligation of members of the military and overrides the obligation to follow commands. But what is the extent of this obligation? Are soldiers obligated to participate in what they consider to be an illegal war, or should they be allowed to enjoy a right to selective conscientious objection? Should soldiers obey a legal order that, if followed, would facilitate the perpetration of war crimes by a third party? How should soldiers act if they are ordered to follow a lawful order that could result in immoral consequences? Should soldiers be allowed to refuse to obey what can be labeled as suicidal orders? Based upon the nature of soldiers' professional obligations, this book tries to offer answers to these important questions. The author turns to a number of different case-studies, including conscientious objections, duty to protect in genocidal situations such as Rwanda and Srebrenica, suicidal orders in wars, as well as retribution and leniency towards war criminals, as a way of assessing the different legal and ethical implications of disobedience in the military.

This book investigates challenges to the U.S. military's gender regime of hetero-male privilege. Examining a broad set of discursive maneuvers in a series of cases as focal points--integration of open homosexuality, the end of the combat ban on women, and the epidemic nature of military sexual assault within its units--Stephanie Szitanyi examines the contemporary link between gender and military service in the United States, and comprehensively analyzes forms of gendering produced by the military as an institution. Using feminist interpretivist methods to analyze an impressive combination of visual, textual, archival, and cultural materials, the book argues that despite policy changes since 2013 that may be positioned as explicit episodes of degendering, military officials have simultaneously moved to counteract them and reinforce the institution's gender regime of hetero-male privilege. Importantly, these (re)gendering processes continue to prioritize certain forms of service and sacrifice, through which a specific version of masculinity--the masculine warrior--is continuously promoted, preserved, and cemented. 

Hierarchical relationships--rules that structure both international and domestic politics--are pervasive. Yet we know little about how these relationships are constructed, maintained, and dismantled. This book fills this lacuna through a two-pronged research approach: first, it discusses how great power negotiations over international political settlements both respond to domestic politics within weak states and structure the specific forms that hierarchy takes. Second, it deduces three sets of hypotheses about hierarchy maintenance, construction, and collapse during the post-war era. By offering a coherent theoretical model of hierarchical politics within weaker states, the author is able to answer a number of important questions, including: Why does the United States often ally with autocratic states even though its most enduring relationships are with democracies? Why do autocratic hierarchical relationships require interstate coercion? Why do some hierarchies end violently and others peacefully? Why does hierarchical competition sometimes lead to interstate conflict and sometimes to civil conflict?

This book reveals how the idea of human security, combined with other human-centric norms, has been embraced, criticized, modified and diffused in East Asia (ASEAN Plus Three). Once we zoom in to the regional space of East Asia, we can see a kaleidoscopic diversity of human security stakeholders and their values. Asian stakeholders are willing to engage in the cultural interpretation and contextualization of human security, underlining the importance of human dignity in addition to freedom from fear and from want. This dignity element, together with national ownership, may be the most important values added in the Asian version of human security. 

This book examines how local agencies in Cambodia and Mindanao (the Philippines) have developed their own models of peacebuilding under the strong influence and advocacy of external intervention. It identifies four distinct patterns in the development of local peacebuilders' ownership: ownership inheritance from external advocates, management of external reliance, friction-avoiding approaches, and utilisation of religious/traditional leadership. This book then analyses each pattern, focusing on its operational features, its significance and limitations as a local peacebuilding model. This study makes theoretical contributions to the academic debates on the 'local turn', local ownership, hybrid peace and everyday peace. Particularly, it engages in and further develops four specific lines of discussion: norm diffusions into local communities, patterns of local-external interaction, concepts of ownership, dual structure of power, and multiplicity in the identities of local.

This edited volume focuses on the South Atlantic regional and national issues with maritime implications: naval policy, security, transnational organized crime, and Europe's legacy and current influence. This book offers distinct insights into the sources of state legitimacy in Africa by incorporating an analysis of non-state actors' role in service delivery. The author examines how citizens' reliance on non-governmental security actors such as street committees, neighborhood watches and community police forums, shape their attitudes toward the state and their political participation. Broadly, this project contributes to our understanding of citizens' everyday experiences of crime and violence at the local level, and why they matter, politically.

Small state behavior has been largely ignored by academics in both international relations and strategic/intelligence studies. Yet, when we analyze the root causes of war, insurrections, rebellions, revolutions and general sociological human behavior, it is the small state actors that are usually at the epicenter of the tumultuous event. It is the spark from inside the small state actor - whether it is Serbia, Czechoslovakia, Cuba, Vietnam, Kuwait, Iraq or Syria -- that seemingly leads to internal and external confrontations that inevitably involve much larger states. To date, a book length analysis like this has yet to be published. The scope of this project is to provide an analysis of a sampling of small state's behavior in order to build on a unifying theory of security/intelligence studies. This analysis will necessarily survey the breadth of security/intelligence studies from Clausewitz to current applicable United Nations' Resolutions and international law. In short, if we can understand how political structures affect the behavior of small states, it will be a major contribution to the field of security/intelligence studies enabling policy makers, scholars and the general public to separate fact from myth in analyzing the strategic policies of small states.

This book highlights the existence of a class of struggles conducted in the gray zones of formalized war, or more aptly in the interstices where state power and jurisdiction are mismatched. These "sovereign interstices" are inextricable from the negative spaces of the great war-regulating sovereign orders, but they are also characterized by recurring characteristics among the fighters who are recruited to fight proxy wars within them. States have changed greatly in the last four hundred years, but interstitial fighters have changed far less, and the same can be said of the recurring styles in which their powerful patrons employ them to go where those patrons cannot. By charting these continuities, the author shows how a deeper awareness of interstitial war not only clarifies much concerning our contemporary world at war, but also provides a clear path forward in legal, military, and scholarly terms.

This new work examines how the European states, the United Kingdom and the United States will approach the defence and Security of Europe in the medium and long-term. It is often assumed that Brexit, the United Kingdom's departure from the political and commercial European Union, would affect defence and security profoundly, but the basis of that assumption is rarely analysed. Bringing together a panel of specialists from Europe, the UK, the EU, and the United States, this volume evaluates the relative position they play in Europe's defence in the era of Brexit. It examines the arguments, challenges, and problems in European defence, and tests them against the residual commitment, cohesion, and capabilities of the states concerned, including Anglo-French military co-operation, the silent Anglo-German partnership, the US-UK Special Relationship, and the emergent Northern Group.

This book suggests a new bargain between the NPT nuclear weapon states and the non-NPT nuclear weapons possessor states, mainly India and Pakistan, through a regional arrangement to help move towards universalization of the nuclear nonproliferation regime. The author analyses nuclear proliferation drivers to understand why states acquire and justify possession of nuclear weapons even though most nuclear weapon states no longer are faced with an existential threat to their national security. This study also identifies various challenges being faced by the NPT based nuclear nonproliferation regime, which if left unaddressed, could unravel the nonproliferation regime. It also offers the history of confidence building measures between India and Pakistan, which could be a useful reference for negotiating a Regional Nonproliferation Regime (RNR) in the future.
