Recommending Books for Purchase (Bulletin 72 - May 2020): Asian Politics

The book analyzes some of the key issues confronted by European policy makers. These issues include effective multilateralism; common foreign and security policy; multiculturalism; climate change; security challenges; rise of populism; Brexit; the Ukrainian crisis; relations with Russia; standoff in Catalonia; as well as migration and the refugee crisis. The book is a unique attempt to understand these issues from an outside perspective by established scholars of European Studies in India.

This book examines China's political, economic, and diplomatic engagement in Africa. The rapid increase of China's economic and political involvement in Africa is the most momentous development on the continent of Africa since the beginning of the twenty-first century. China is now Africa's largest trading partner and the largest infrastructure financier. Additionally, it is the fastest growing economy and source of foreign direct investment. This monograph seeks to understand the dynamics of the escalating Chinese investments in African economies and the political implications of this development for Africa. This work will interest scholars, students, academics, and policy makers on the fields of Chinese and African politics, development studies, and international political economy.

This book discusses the role of selective identities in shaping China's position in regional and global affairs. It does so by using the concept of the political transition of power, and argues that by taking on different types of identities--of state, ideology and culture--the Chinese government has adjusted China's identity to different kinds of audiences. By adopting different kinds of "self", China has secured its relatively peaceful transition within the existing system and, in the meantime, strengthened its capacity to place its principles within that system. To its immediate neighbors, China presents itself as a state that needs clearcut borders. In relation to the developing world (Global South), the PRC narrates "self" as an ideology with the banner of materialism, equality and justice. To its third "audience", the developed world (mainly Europe), China presents itself as a peaceful, innocent cultural construct based primarily on Confucius' passive approach. By bringing these three identities into "one Chinese body" (三位一体, sanwei yiti), China's policymakers skillfully maneuver and build the country's position in the arena of global affairs.

This book explores China's significant economic and security interests in the Middle East and South Asia. To protect its economic and security interests, China is increasingly forced to compromise its long-held foreign policy and defence principles, which include insistence on non-interference in the domestic affairs of others, refusal to envision a foreign military presence, and focus on the development of mutually beneficial economic and commercial relations. The volume shows that China's need to redefine requirements for the safeguarding of its national interests positioned the country as a regional player in competitive cooperation with the United States and the dominant external actor in the region. This book focuses on corporate social responsibility (CSR) records of Chinese oil investments in five Latin American countries: Peru, Ecuador, Argentina, Colombia, and Venezuela. These investments have been spearheaded by China's national oil companies and their behavior has been scantly studied. The author uses comparative case studies to empirically examine existing theories of CSR. By using oil companies as the basic unit of analysis, this project adds a micro-level dimension to the field of China-Latin America relationship. This book is on Iran's geopolitical importance representing a continuum of international competition for political gains and economic benefit, due to the country's unique geographical location that has always been a cause of contention. Iran's massive boarders and evolving political weakness, along with influences from the kings of Qajar that maintained and strengthened Great Britain's hegemony in the region, were major factors affecting ongoing regional conflicts. Additional roles played by other world powers such as France, Russia and the United States are also noted. Conflicts, unrest and regional wars were all consequences arising from power struggles that led to treaties and international agreements between Iran, Britain and Russia that caused the eventual loss of traditional Iranian territories. Hence, extrinsic impositions on Iran are the subject of this study as authors examine the turbulent climate that altered Iranian borders during the Qajar Dynasty.

This book gives a compelling analysis and explanation of shifts in China's non-intervention policy in Africa. Systematically connecting the neoclassical realist theoretical logic with an empirical analysis of China's intervention in African civil wars, the volume highlights a methodical interlink between theoretical and empirical analysis that takes into consideration the changing status of rising powers in the global system and its effect on their intervention behaviour. Based on field research and expert interviews, it provides a rigorous analysis of China's emergent intervention behaviour in some key African conflicts in Libya, South Sudan and Mali and broadens the study of external interventions in civil wars to include the intervention behaviour of non-Western rising powers.

Fukuzawa Yukichi's Bourgeois Liberalism introduces readers to the East Asian Enlightenment led by Fukuzawa Yukichi, one of the most important figures in the intellectual history of modern Japan. Despite his impact on political theory and modern Japanese history, Fukuzawa remains under-researched in Western academia, and while a few English-language books have been written about Fukuzawa, none have dealt with his political theory. This book describes Fukuzawa as a character with universal relevance and a unique view of the Enlightenment tradition. Emphasizing the power of bourgeois liberalism and the debate regarding its potential for transforming the strict class-caste society of Tokugawa Japan, Hwang discusses Fukuzawa's belief in the significance of individual autonomy, progress, and liberal rule of law in developing his project of the East Asian enlightenment, as well as his supposed "betrayal" of his early commitments due to his existential desire for Western recognition of Japan's greatness. The book ends with an analysis of the complex relation between liberalism and progress in the East Asian context. ​

There are 1.6 billion Muslims in the world, represented on the world stage by 57 states, as well as a host of international organizations and associations. This book examines the relationship between migration, diversification and inequality in Aotearoa/New Zealand. The global history of liberalism has paid too much attention to the West, neglecting the contributions of liberals from colonial nations. The ancient Indian text of Kautilya's Arthaśāstra comes forth as a valuable non-Western resource for understanding contemporary International Relations (IR). However, Kautilya's Arthaśāstra largely suffers from the problem of 'presentism', whereby present-day assumptions of the dominant theoretical models of Classical Realism and Neorealism are read back into it, thereby disrupting open reflections on Kautilya's Arthaśāstra which could retrieve its 'alternative assumptions' and 'unconventional traits'. This book attempts to enable Kautilya's Arthaśāstra to break free from the problem of presentism - it does so by juxtaposing the elements of continuity and change that showed up at different junctures of the life-history of both 'Kautilya's Arthaśāstra' and 'Eurocentric IR'. This book revises the existing account of the first Rudd Government's engagement with China, placing Australian foreign direct investment screening policy at the centre of the story. At the time, the Rudd Government was accused of holding an unnecessarily interventionist approach to Chinese Sovereign-Owned Enterprise investments into the Australian mining sector. This book claims that the Australian Government had a deep and coherent understanding of the problem posed by Chinese investments that went well-beyond any simplistic 'China Inc.' or geopolitical threats. The key policymakers believed that the Chinese state-directed investments threatened the integrity of the liberal governance structures on which the Australian state is founded, and so Australian sovereignty itself. While the response of the Rudd Government was largely ineffectual, the logic underpinning it remains the best framework for guiding Australia's engagement with China into the 2020s, as well as the engagement of other liberal states coming to grips with China's rise.

This book is a collection of 15 case studies on China's foreign aid and economic cooperation with developing countries. Each case introduces the general information of a China's project, analyzes its features and impacts, and especially focuses on analysis of the characteristics of China's foreign aid under South-South Cooperation framework, which shows the differences of foreign aid by emerging economies from that by traditional donors in aid ideology, principles, practices, and effects. This book is one of the research projects by China International Development Research Network (CIDRN), as part of its contribution to the activities under the Network of Southern Think-tanks (NeST).

This book explores one of the 20th century's most consequential global political thinkers and yet one of the most overlooked. Tanaka Kōtarō (1890-1974) was modern Japan's pre-eminent legal scholar and jurist. Yet because most of his writing was in Japanese, he has been largely overlooked outside of Japan. His influence in Japan was extraordinary: the only Japanese to serve in all three branches of government, and the longest serving Chief Justice of the Supreme Court. His influence outside Japan also was extensive, from his informal diplomacy in Latin America in the prewar period to serving on the International Court of Justice in the 1960s. His stinging dissent on that court in the 1966 South-West Africa Case is often cited even today by international jurists working on human rights issues. Above and beyond these particular lines of influence, Tanaka outlined a unique critique of international law as inherently imperialistic and offered as its replacement a theory of World Law (aka "Global Law") based on the Natural Law. What makes Tanaka's position especially notable is that he defended the Natural Law not as a European but from his vantage point as a Japanese jurist, and he did so not from public law, but from his own expertise in private law. This work introduces Tanaka to a broader, English-reading public and hopes thereby to correct certain biases about the potential scope of ideas concerning human rights, universality of reason, law and ethics.

This book investigates the impact of vote buying on the accountability of democratic institutions and policy representation in newly democratic countries, with a focus on Indonesia. In doing so, the book presents a wide-ranging study of the dynamics of vote buying in Indonesia's young democracy, exploring the nature, extent, determinants, targeting and effectiveness of this practice. It addresses these central issues in the context of comparative studies of vote buying, arguing that although party loyalists are disproportionately targeted in vote buying efforts, in total numbers --given the relatively small number of party loyalists in Indonesia-- vote buying hits more uncommitted voters. It also demonstrates that the effectiveness of vote buying on vote choice is in the 10 percent range, which is sufficient for many candidates to secure a seat and thus explains why they still engage in vote buying despite high levels of leakage.
